This video gives a good overview of the terms used in RF design, regarding phase response.  It explains many of the variables in circuit fabrication and material properties which can impact the consistency of phase response for a RF PCB.   Since there are many new applications which are phase sensitive and operating at mmWave frequencies, an emphasis was given in this video for phase response consistency at mmWave frequencies.
